The Department of Homeland Security (DHS) Headquarters Office of Law Enforcement Policy, under the Office of Strategy, Policy, and Plans, establishes overarching law enforcement policies to foster consistency and accountability across the Department's large law enforcement enterprise. Operationally specific policies are established by individual agencies to accommodate the nuances of their wide-varying missions.
The development of these policies is consensus-driven via the Law Enforcement Coordination Council (LECC). Launched in October 2021, the LECC is chaired by the Secretary and includes the leadership of every DHS law enforcement agency and Headquarters offices with advisory and oversight roles, such as the Office for Civil Rights and Civil Liberties, Privacy Office, and Office of the General Counsel.
